Meeting Called to Order President PDG Tim Chase, Presiding Holiday Inn Hotel, Boxborough MA
Four Point Opening Pledge: PDG Tim Chase Patriotic Song: PDG Bill Moulton Invocation: PDG George Areson Lions Toast: President PDG Nolan Rozzelle
Announcements: PDG Tim Chase:
We will move away from the agenda for a few minutes as IPP Al Brandel would like to share a few thoughts with the group. IPP Brandel brought a most gracious message of thanks for the hospitality from New England and NELC as well as the support of the LCI Foundation. He expressed extreme thanks for our hard work and outstanding support for the effort in Haiti and was very concerned about the unknown about the events in Chile. He also thanked several NELC Lions for all that they have done as well as “most importantly, thanks for your friendship.”
Introduction of PID's
Secretary/Treasurer Report:
Minutes as distributed both via handout and by electronic media.Moved and 2nded that they be accepted as distributed. They motion passed without discussion by unanimous vote.PDG Bill asked if there are any omissions or corrections.IPID Ed Lecious announced that at the last meeting he announced that PDG Gary Rodgers would be stepping down.“I am happy to announce that that situation has changed and he will be continuing on.”
That would be reflected in New Business….PDG Bill.
Audit Report for First Six Months: July 09-December 09
We have copies up here on the table if anybody would like one.PDG Mary was not able to be here with us today but she did send us the report.
“The review of the records of the New England Lions Council was conducted for the period of June 30th through December 31st 2009.The examination was made in accordance with generally accepted audit standards. This report should have been given at the last Council meeting however the books were not received until that weekend.
As a result of the review the following were noted; our treasurer, PDG Bill Moulton, did a superb job in depositing the funds as received and all checks were written in a timely fashion. All thirteen Districts paid their District assessments, a profit was made at all events, Lion Dale Storm graciously donated her portion of the 50/50 Raffle which has increased our account balance considerably.
It should be noted that we do not have an accurate accounting of our pins for the funds and the funds that we have collected for them.I would recommend that we take a count of the pins and begin to keep track of the funds collected. It should be noted that checks should not be written without proper documentation before the check is written whenever possible versus trying to obtain receipts after the fact. All check presently do have the proper backup.
As a reminder, the chairs of all events should submit budgets to the council for approval and submit final reports immediately after the event. As a reminder, it is very important to the Council and it’s members that the Constitution, Bylaws and Policy Manual be continued and followed.
As of December 31st, the Admin account had $7, 276.00, the Leadership account had $2,718.35, and the Cathedral In the Pines Account had $1,880.52 for a total of $11,875.58.”
PDG Tim:Any questions…comments?
Motion to be accepted as presented……IPDG Nolan Rozzelle
2nd…..
Motion passed unanimously.
Treasurers report:
PDG Bill:On the back of the Printed Agenda is the Treasurers Report bottom line dated June 2nd showing the activities that have taken place between February 29 and June 2nd.
Summarizing the 2nd column from the right, starting balance February 29th, $13,460.34…Income of $410…bringing that balance up to $13,860.34.Total expenses since then $8, 850.70…subtracting that, coming up with a balance of $5,019.64.
No activity in Leadership leaving that balance at $3,267.76
No activity in the Cathedral In The Pines Account leaving that balance at $1,630.52
Putting those three together giving us a balance current of $9,917.92
Included on the bottom of the report, omitted on the last report, is a breakdown of the pins.Pins at the start: Pins at the start of July 1, 2009 there were 80 pins.November 19, 2009 there were 63 pins, now there are 58 pins.We have sold 22 pins…I have $63 cash on hand in the pin account…there is one missing pin.I have a tendency to think that during a “fine moment” a dignitary walked by and another dignitary of our membership gave them a pin.
Petty Cash on hand: $27.64, receipts for $22.11, that totals $59.75 that was involved in PETTY CASH.
Respectfully Submitted,
PDG William K Moulton, CST

INRODUCTIONS:
PDG Tim Chase: Before we start with old business, I have an apology to give and I am surprised that my PID from Maine has not come up here and given me a “kick” but he will call me tomorrow and tell me I made a mistake. My “better half” is home this weekend. She is usually here helping make sure that I am doing everything I am supposed to do and even PID Doug had to finish buttoning my shirt this morning. In my efforts to clear the room soon enough so that PID Chuck can start his meeting on time,I failed to introduce all the dignitaries here this morning.I apologize for that and I need to do that now.
We have our International Director Ron Johnson from Maine; Past International Directors: Chuck Cosgrow, Tom Broughton; Immediate Past International Director Ed Lecius; Past International Director Doug Sime; and I deserve whatever you are going to tell me but Past International Director Lew Small.
With that we start with the old business.
OLD BUSINESS:
New England Breakfast In SYDNEY:IPID Ed Lecius
Thank you, good afternoon.
Before I get into that, I’d like to put on my GMT hat for a minute as the Area Leader and I would like everyone in the room to give a round of applause to this group of sitting District Governors. They did a fantastic job this year. And I can tell you unequivocably, that it wasn’t for anything they did not do that they didn’t achieve the goals or anything else.
They worked together in their districts, their multiple districts and they worked together as a group, although I understand that some of them can no longer go back to Vermont. That’s a law enforcement thing. But seriously, they were a great group to work with and I know that they have left a good foundation for the DGE’s throughout NE and I thank you for your efforts.
Well, as you know, no one on the Council stepped forward for the breakfast in Sydney so at the PID Spring meeting it was determined that we should try to continue the breakfast in Sydney. And given that Director Ron and I were the only two going to Sydney, we, by acclamation, were asked to do it.
Coming late to the dance has been a problem. We just secured a hotel. It’s going to be on Wednesday morning, June 30th, at 6:30 am.And it’s going to be at the Four Points Hotel in Sydney. We’re still negotiating the breakfast.I’d venture to guess my phone bill is probably going to be more than the breakfast is going to cost.I’ve been going back and forth with the emails and telephone calls with the hotel and I hope to have the information tied down next week.I will get it out to all the current governors.
There’s about 70…78 New Englanders going to Sydney.I’ve given them a guarantee of 40.We had to do that to get a place at this late hour. We’re booked in for that.ID Ron and I are working on a speaker. It will be either an International officer or a past officer depending on who might be available that morning. Those of you who are going, I would encourage you, once you get the information, to please respond quickly so we can finalize plans and have a great breakfast over in Australia.
For a moment here I will talk about the parade, if you don’t mind Mr. Chairman.
As you know, we are all marching together in our individual or multiple district uniforms over in Sydney. And because of the delay in getting everything finalized we will not be marching in the Connecticut slot which was in the front of the parade.Because of the delay, Past President Joe put us under “N” for New England so we will be marching in the N slot.I believe it’s a hundred and……ninety four! One hundred ninety four/ninety six, somewhere in there.
So, again we will have one banner that will have all the multiple districts and single districts on there; it will have ID Ron and June’s name on there…and you are encouraged to wear your district uniforms. We’ve made arrangements for the state signs from Ron Storms from Connecticut. The state signs will be going over so you will be able to carry the state signs. We encourage all 70 plus to please make an attempt to join us in the line of march to have a good showing and we try to have someone from every state up front on the banner if the governors elect could do that or the current governors, one from each state carrying that banner would be appreciated.
Yes, Rosemarie.
Rosemarie:
I have, to donate for the parade, 1,000 small flags for the American flags for us to bring with us to pass out.And also, I was able to pick up 26 of the American flags that our outgoing and incoming district governors can carry and I was able to work with a hardware store in Sydney that will make poles that we don’t have to carry poles or carry poles back home. So, if you would like, so it won’t cause any confusion, this way each outgoing and each incoming district governor will be able to carry the American flag. They’re very lite weight.I brought them all with me so they could take them home and pack ‘em.And I ask people, please, who are going to be going to take some of these home. Each pack holds a hundred so that’s not much…you can split ‘em up between the states. It’s up to the Council’s approval ‘cause we were going to do this before we did the joint. You can make the decision on it.
IPID Ed:It’s up to the Council…you call the vote.
PDG Bill:We have to ask for approval
PDG Tim:Is there any dissention in that, any questions, ah?
PDG Bill:We need to ask for a motion
(Unidentified):I make a motion that we do what she suggested…much laughter
(Unidentified):2nd
PDG Tim:any questions? All in favor?Opposed?Passed by unanimous vote
IPID Ed:we are looking for a good turnout for the breakfast and in the parade. It should be a great time “Down Under.”Thank you.
Because we are marching, we were marching in the Connecticut slot.I have talked to CC Armand and if he’s not going over he’s going to designate someone from will be picking up all of the ribbons for the entire group.Whoever is going over, one of you three, please, we will leave it up to one of the three sitting governors, currently, they will pick up the ribbons for everybody and when we get to the parade site, they will distribute them. But there will be one person, please get a name designated, get it to me and I’ll get down to International so that we have…, we’re done.I will call International and you will be the designee to pick up the ribbons for all of the NE unit.Thank you, good point Director. That’s why you’re a Director.
PDG Tim:Thank you.Next on the list the LCIF Dinner report from back in February…we have not quite finished the report.PDG Nolan turned one in and we had a couple of questions.Nolan and I are going to be working on that over the next couple of weeks so we will have that report completed before the end of the year. However, I would like to…at this time we have not sent any donation to IPP Al for being there for…at the dinner. And I would like to recommend that the Council send $500.
Motion moved and 2nd…that we send $500 to LCIF in the name of IPP Al Brandel.
PDG Tim:any questions? All those in favor?Opposed?Motion passed by unanimous vote.
Fidelco, Lion Bill…..
FIDELCO: PDG Bill Moulton
Not seeing Lion (PCC) Peter deMoya present who usually comes up an speaks, I did want to point out that I had noticed in a local publication called THE BRIDGE WEEKLY that comes out up in northeastern Vermont, in the Connecticut valley. There is a terrific article about Linda Pilcarski and her Fidelco Guide Dog.This is a pet project of Lion Peter and it’s a great article that is in the paper up there.
This is the woman who many of you may not know about yet but this is the woman Lion Peter had met and she’s got a Fidelco dog and they have befriended one another and he’s done over 34, 35 presentations with her around the state of NH and beyond, probably. It has been a tremendous outreach project that he’s got going with now Lion Linda and her dog, her Guide Dog Ruby and it’s gone far and wide. We’ve seen them on TV and all…it’s really a tremendous thing.
NELC BREAKFAST @ MILWAUKEE: PDG Bill
I am in communication with the headquarters hotel at the Hilton in Milwaukee and we are set for breakfast on Friday, September 24th at 6:30 am at the Hilton in the Mitchell Room on the 4th floor. That is the headquarters hotel. It is across the street from the main convention hall.I will have more information on actual details in terms of price and all of that.We will get it right out to you as soon as we get it.We are set and we gave them a number of 70 as a "guesstamate" but they can take as many as 90 people in there. How many people in here think you are going to Milwaukee or are planning on going to Milwaukee? So, we’d love to have a terrific turnout for that and we are working on our speaker right now.We hope that you are going to plan on coming and joining us there. It’s going to be a great time.We are looking forward to it.Thank you very much.
PDG Tim:Thank you Bill
NEW BUSINESS:
PDG Tim:Under newbusiness……
Point of order
DG Jeanette MacIntosh:Point of order. We had a motion that was tabled that was considered old business, I believe.
PDG Tim:Yes we did.Ah, thank you.
DG Jeanette:As you may remember, at our meeting in February, it was proposed, the motion was made and seconded to donate $500 to the “Forward and Health Clinic” for our Lions in Haiti Project and at that time, due to no Treasurer’s Report, it was tabled.I would ask that we bring that back for discussion.
Motion made and seconded to bring the motion back to the floor for discussion.
PDG Tim:Any discussion?There was none.
All those in favor?Opposed?Motion passed unanimously.
DG Jeanette:Thank you for your donation. It needs to be made out to Lions….
PDG Bill:Point of order. Was that a motion to bring it back for discussion …that was a motion for discussion…not a motion to pass it.
DG Jeanette:I do want to tell you a little more about Dr. Mulqueen and our Lions in Haiti…forward on Health.
The Red Sox and Major League Baseball are honoring heroes in our community and Dr. Mulqueen is one of the three finalists from the Boston Red Sox.If you go on to the Major League Baseball website, and or the Red Sox Nation website, you will be able to vote for Dr. Mulqueen. The winner, the number one vote getter across the country, will be honored…and a People’s Magazine article…but the winner from each of the twenty eight teams will also be brought to Anaheim during the All-Star game and will be honored. To have a Lion be honored would be one great PR tool.So I ask you for your vote for Dr. Mulqueen for that as well.Thank you.
(Unidentified): Do we need a motion for the $500?I make a motion that we give $500 to this project.
(Unidentified): I second the motion.
PDG Tim:It has been moved and seconded that we give $500 towards this project.Any discussion?
(Unidentified): Do we have it?
PDG Tim:I believe that we have in the Admin. Account we have $7,200 as of the end of December.I think that we will have the $500 unless anyone else disagrees with it.So, we have a motion moved and seconded.Any further discussion?Being none, all those in favor? All those opposed? The motion passed unanimously.
DG Jeanette: Thank you
IPID Ed:Mr. Chairman, is it true that you can, you can vote early and often like they do in Chicago?…
DG Jeanette:Most definitely !!
PDG Tim:DG Mark
Just to add on to the discussion on the International Convention in Sydney, the Connecticut Lions will be hosting, once again, the Connecticut Teen Dance at the International Convention will be held on the evening of Tuesday evening, June 29th at the same hotel, the Four Points Sheraton, where the breakfast will be held the next morning.Just to let you know that we will be giving out tickets to the youth in the bands who are participating in the parade and we are continuing the tradition.
PDG Tim:Next on new business, we received a letter of resignation from PDG Nolan Rozzelle is resigning from his position of in-coming CST for the NELC.He has been elected secretary this year for the Mass Multiple District Council so he feels that having two jobs is going to be a little bit too much and I understand that. The PDGs from Massachessetts have nominated PDG Don Bourque to take his place and at this time I would like to welcome Don into our organization.
Also, we have with us our International Representative for Leos and she has a couple of comments, Lion Marge McHugh, from Stratton/Ustice, ME.It’s, ah, its up there…I’s somewhere…
Lion Marge McHugh:Thank you. It’s up in the hills.“Not in front of you, Not behind you, but, Beside You,” that’s the LEO’s toast.Do you all know that one? No.We don’t.How come?Because we don’t have that many LEO’s out there.I have to tell you I am very proud of the DG’s who have talked about their LEO’s today. It shows you recognize them. And I appreciate that.
To the new DG’s coming in, welcome. If you don’t know who I am, I am a member of the International Leo/Lion Advisory Panel. It is a new program the International started this year.I am proud to say that I am one of six people in the world, so far, that is on this panel. We are hoping to have twenty eight by the end of next year.
What I would like very much to do, new DG’s, please, when you pick your LEO chairperson, let them know that at our first NELC meeting in September I would like to have a LEO Advisor Conference. So if you have your LEO Chair, I would like to get their list and talk to all the LEO advisors for the clubs throughout the Council and PID Ed said he would try to find us a room appropriate so I am starting early to get RSVP’s back.I’d love a have an advisor conference so that we can share our ideas and bring in more young people and help our retention in the future.Thank you and good luck to all of you this year.
PDG Tim:Thank you Lion Marge
At this time I’d like to have a report on the Leadership Forum coming up in September with DG George or PID Ed.
IPID Ed:The Leadership Forum & Council Meeting on Saturday, September 11, 2010; it will be in Nashua, NH at the Crowne Plaza.Start around 8:30/9:00.There will be the LEO Advisors meeting going on in one area.We will be having a meeting with all the DG’s and Judge Paradisio is scheduled to join us to follow up from you DGE instruction in Sydney. We are going to do the “Club Excellence Program” which is being revised and is being rolled out in Sydney in hopes of getting some clubs in your district into that…it’s all part of the GMT…and we are also working on a couple of other things. We should be through around 4 or 4:30.Then on Sunday the 12th, we’ll have our New England Necrology Service at the Cathedral of the Pines in Rindge, NH at 11:30 am.And Governors, if you cannot make it for the Necrology, please have your VDG or someone, a PDG try and represent your district and if not, please get a copy of the deceased names from your district to President George, who will then be President of the NELC, so that those names can be read rather than just a blanket the “deceased members” from such and such a district. It’s a very moving service that is held there every year. For those of you who haven’t been in recent years, the ice storm of a couple of years ago did necessitate taking down the pines but now they have a very nice open and sunlit area and I think it’s even more beautiful than it was before, so, we’ll be getting you information about rooms if someone wants to stay over either Friday and/or Saturday. There will be a lunch as part of the program.Originally we had tentatively scheduled PIP Jim Irvin who is the Constitutional North America GMT Leader that we report to, Jim recently go remarried and his new wife has told him they have plans that weekend, so, we are changing it up a little bit.I talked to Lion Marge today and we got the LEO’s thing plugged in and so we look forward to seeing all of you there and details should be coming out within the next two weeks.
PDG Tim:Thank you.
At this time on the agenda it is time for the election of the new NELC officers.Again I have to apologize here, I am not sure what the protocol is…how we do this.Do we just read off the list?PID Lew…is that what we do?
PID Lew:You can ask the current Constitution Chair, PID John sitting over there.
PDG Tim:The new officers coming in for this coming year:
Immediate Past President:PDG Tim Chase
President: Lion George Areson, Rhode Island
Vice President: Lion Bill Moulton, Vermont
CST: PDG Don Bourque, Massachussets
PDG Gary Rogers, New Hampshire
IPDG Mark Lyons, Connecticut
A motion was made and seconded for the secretary to cast one ballot for the slate. It was passed unanimously.
PDG Tim: We will now have some words of inspiration from our ID Ron Johnson
ID Ron Johnson: Words of inspiration, oh, now you tell me.I’ve got to be at a meeting and I’ve got to leave at 1:30 to be back in Maine for a 45th anniversary so I will be very brief.
It’s great to be back in New England!I’m impressed…I want the DG’s to stand…applause…current DG’s.I’m impressed with your leadership in what you’ve done this year on behalf of our association. Now sit down…chuckles and applause…the e-mails are going to stop in another month…that’s it..just get over it.
I want the DGE’s to stand…applause…congratulations on your new job coming up and I want you to repeat after me that “Retention is the Key to Our Success”….”Retention is the Key to Our Success.”Thank you.
I want to make everybody aware of an amendment that is on the books in Sydney: “The transfer of the International Dues Provision from the International Convention to the International By-Laws.”Is everybody aware of that amendment?Does anybody need any explanation as to why we’re doing that? So, we’re all in favor.OK, I just wanted to make sure that there was no surprises. There’s reasons for it.There’s good reasons for it that we need to do it and that there will be a dues increase in 2013, 2012-1013 of $2.You are aware of that to.That’s coming up.I can give you all the reasons why that should be among the board.I’ve seen the cost cutting going on as I have been there.Significant cost cutting to keep our dues in check.I appreciate your support on that amendment.Again, if you have any questions you can contact me.Thank you.
PDG Tim: Thank you International Director
Do we have any comments from any of the PID’s in attendance? No one?
President George, do you have anything you would like to say…..
PDG George Areson:It’s always an honor…oh, uh, how much time do we have?(Unidentified: One minute, 30 seconds….Thank you George!!Cheers and applause.)Basically what we want to do, or what I am hoping to do is a few things. We have some wonderful committees that I have been talking with people about getting active on the committees of the NELC.Why do we want to do that? One, it gets more people involved, it get closer to home plus you have a resource that you can call.Weather it be for LEO’s you can call Marge. If you have a problem with the MERL Team, you want some guidance, you want some help you can always call Linda Reynolds. If you want to talk about GMT you go to IPID Ed.We want that resource used in our council.
The other thing I am going to ask you to do is support our meetings by attendance. We have a wonderful Melvin Jones coming up in February and basically it sounds to be a nice time.We have a Taro Card Reader, we have an organist who’s blind, we have trivia and we have a comedian. So that’s just the Friday night and hopefully we can carry it through for the whole weekend to make it a success (loud clearing of throat).I know, I’m almost, I’m almost wrapped up now.
The leadership that we have now, we cannot stop.We have to continue the growth of our leaders. It’s not that we don’t know how to bring in Lions, we don’t know how to train them.We have a huge problem, not only in New England but in our own districts. We see it with our in-coming officers seminar.Eleven clubs out of thirty-three were represented. It tells me I didn’t do my job and it’s something we have to work on…not only our leadership in our districts but it has to spill over and come up here to New England. It’s a wonderful source of, ah…thing…. Thank you.
PDG Tim:At this time if I could have our IPID Ed with a benediction for us.
IPID Ed Lecius:All rise.Let’s all be in the spirit of prayer, each in our own way, each in our own beliefs.
We give thanks for the fellowship of this weekend. We ask for the blessings of our leaders in this room and around the six New England States. That they be watched over and protected during their continued service to those in need…that they be given the devine wisdom to do what is right to serve. We ask this in your name.Amen.
